    By resolution of the Government of the Russian Federation dated 25.12.2000 № 1002 there was formed a radio frequency service, which includes the Central radio frequency center (CRFC) and 7 area radio frequency centers (RFC) in the federal areas. The listed radio frequency centers are in administrative subordination to the Ministry of Communication of Russia, they are federal state unitary enterprises, independent legal entities. The use of the area principle in building a radio frequency service, creation of radio frequency centers in federal areas allows to concentrate an enough volume of works in the direct closeness to the staff headquarters of military areas, which is economically justified and which appreciably simplifies the interaction of radio frequency agencies of Ministry of Defense and other interested authorities.
    The radio frequency service is created on the basis of a part of property of the state communication committee of the Russian Federation. Nowadays the monitoring functions are performed by the bodies of the state communication and informatization' supervision, and the bodies of the state radio frequency service are occupied with distributing frequencies and providing for EMC in the bands of the radio frequency spectrum, singled out for REF of civil application. For testing of the REF characteristics for their correspondence to the set norms and standards this service performs the system of radio technical monitoring.
    Radio frequency center of the Central federal area FSUE began its productive activity on March 30, 2001 from the moment of registration of the statute on the tasks, determined by the resolution of the Government from 25.12.2000 № 1002. The radio frequency center of the Central federal area is situated in Moscow, the head office is located at the address: 1/21, Dostoyevskiy Str..
    The enterprise operates in the territory of the area, which includes 17 regions of the Russian Federation, in which there live more than one fourth of the country population. The area is the key one in formation and development of the telecommunication infrastructure of Russia, it occupies one of the leading positions in the volume of rendering communication and informatization services to the population. In the territory of the area, which area is a little more than 650 thousand square kilometers, there operate more than 300 thousand REF, which makes almost one third of all registered in the country stationary radio electronic facilities of civil application. Density of REF on the whole in the Central federal area makes more than 5 REF, in Moscow and the Moscow region - 37 REF for each 10 square kilometers.
    In its activity the Enterprise is guided by the Law about communication and other normative documents, worked out within the period of functioning of the State Communication Committee of the Russian federation (Order of the Russian State Communication Committee dated 31.10.2001 № 219). At present time they are being re-considered by the Russian State Communication Committee.
    In the regions the tasks of the radio frequency service are carried out by its branch offices with their directors in each of the areas supervising the whole process. We are planning to provide these subdivisions with the radio monitoring equipment and the necessary monitoring-measuring facilities.
