History of the Company:
In 1992, the State Telecommunication Inspection (STI) was established in the Russian Federation. It was in charge of regulation of radio frequency and radio-electronic facility (REF) usage, that is:
• Assigning frequencies to civilian radio-electronic facilities and issuing the required permits;
• International coordination and registration of frequency assignments to radio-electronic facilities;
• Issuing permits for the operation of radio-electronic facilities and their importation to Russia;
• Coordination of technical specifications for the development and serial production of radio-electronic facilities.
On November 15, 1993, in order to enhance the regulatory role of the state in the entire telecom industry the Council of Ministers of the Russian Federation adopted Decree No.1156 “On Approval of the Provision for the Service of State Supervision over Communications in the Russian Federation”. The State Telecommunication Inspection became the basis for establishing the Service of State Supervision over Communications (GOSSVYAZNADZOR) in the Russian Federation as a single system comprising the bodies of the Ministry of Communications of Russia.
• On April 28, 2000, the Government of the Russian Federation adopted Decree No. 380 “On the Reorganization of the System of State Supervision over Communications and Information Technology in the Russian Federation”, under which Gossvyaznadzor was reorganized. As a result, a system for supervision over communications and information technology (Rossvyaznadzor) was established, which was entrusted with the control functions in the sphere of communications and information technology.
• On December 25, 2000, the Government of the Russian Federation adopted Decree No. 1002 “On the State Radio Frequency Service of the Ministry of Communications and Information Technology of the Russian Federation”, under which the State Radio Frequency Service was established. Its functions included permit activities in the sphere of communications.
The Decree determined the structure of the State Radio Frequency Service, which consists of the General Radio Frequency Centre and seven radio frequency centres of Russia’s federal disctricts:
• RFC of Central Federal District (Moscow)
• RFC of North-Western Federal District (St. Petersburg)
• RFC of Southern Federal District (Rostov-on-Don)
• RFC of Privolzhsky Federal District (Nizhny Novgorod)
• RFC of Urals Federal District (Ekaterinburg)
• RFC of Siberian Federal District (Novosibirsk)
• RFC of Far-Eastern Federal District (Khabarovsk)
• All Radio Frequency Centers are federal state unitary enterprises.
• On January 1, 2004, a new Federal Law “On Communications” came into force in the Russian Federation. This law was based on the principle of creating equal conditions of access to communication services for all Russian citizens. By RF Government Decree No. 279 a new provision “On Radio Frequency Service” was adopted on May 2005. Under this Decree, the General Radio Frequency Centre, as well as seven radio frequency centres of federal districts and their branches in each constituent entity of the Russian Federation, are consolidated in the common structure of radio frequency service.
• On March 12, 2007, the President of the Russian Federation issued Decree No.320 “On the Federal Service for Supervision over Mass Communications, Telecom and Protection of Cultural Heritage”, which resulted in the merger of Rossvyaznadzor and Rosokhrankultura into a single federal executive agency. In addition to monitoring and supervision in the sphere of mass communications, information technology, telecommunications, cultural heritage protection and copyright, the new Service was empowered to supervise the activity of the radio frequency service.
• On March 27, 2008, Decree No.213 of the Government of the Russian Federation “On Some Issues of the Radio Frequency Service Activity” was issued. Under this Decree, the radio frequency centres passed into the authority of the Federal Service for Supervision over Mass Communications, Telecommunications and Protection of Cultural Heritage.
• On May 12, 2008, by Decree of the President of the Russian Federation No.724 “Issues of the System and Structure of Federal Executive Bodies”, the Federal Service for Supervision over Mass Communications, Telecommunications and Protection of Cultural Heritage was transformed into the Federal Service for Supervision over Telecommunications and Mass Communications and the Federal Service for Monitoring the Compliance with the Legislation in the Field of Protection of Cultural Heritage.
• On December 3, 2008, by Decree of the President of the Russian Federation No.1715 “On Some Issues of Public Administration in the Field of Telecommunications, Information Technology and Mass Communications” the Federal Service for Supervision over Telecommunications and Mass Communications was transformed into the Federal Service for Supervision over Telecommunications, Information Technology and Mass Communication.
According to Decree of the Government of the Russian Federation No.228 dated March 16, 2009 “On the Federal Service for Supervision over Telecommunications, Information Technology and Mass Communications” the Radio Frequency Centre of Siberian Federal District, Federal State Unitary Enterprise, is administered by Roskomnadzor.
